The Development Facility is structured independently from the Fund as a Trust Fund under Luxembourg law. It is overseen by the Development Facility Committee (DFC), which comprises three donor representatives. As the ultimate authority, the DFC approves all Development Facility activities and supervises its management.

The Development Facility is formally managed by Oppenheim Asset Management Services S.à r.l. as the Fund Manager. Projects are developed and monitored by the EFSE Fund Advisor, Finance in Motion.
